UEFI by default runs exe
As far as I know, that’s not the case. Maybe some UEFI implementations by some vendors can extract the UEFI firmware that’s embedded in the exe file. But, UEFI doesn’t run exe files.

If you have to dig that deep, then it’s probably not worth it digging (for me at least).
Because it’s a shit company which seems to employ more lawyers than devs. Their lawyers routinely go after emulators, which hurts game preservation. They also go after fan projects a lot, which hurts the community.

I recommend looking for refurbished laptops. As they’d give you better bang for buck. If you do indeed to with refurbished laptop, check everything thoroughly before buying including how long the battery lasts and if the display has any deffects.
For media consumption, internet browsing etc, Linux is more than ready to replace Windows. However, problems do arise in exotic hardware combinations, but these days, this is the exception rather than the norm.
