As an American citizen, she’s under the jurisdiction of the US. There are many states (the majority actually) where the AoC is lower than 18 just make sure she’s in one of them or you could risk being in serious trouble if you ever visited her, even after she’s become a legal adult.

That last part isn’t necessarily true. It’s often seen as a blanket statement that the age of consent in the US is 18 but that’s not true for many states. We don’t know where OP’s girlfriend lives and I’d say it’s entirely for the best he doesn’t, but for all we know she lives in one of the ~30 states where the AoC is 16 or the 6 where it’s 17.
