I imagine most people think they should get paid well while relying on a wage/salary instead of tips. Even if realistically most would be paid less, it’s not an inconsistent position.
Also, having your payment come more fully from an employer allows workers to bargain and demand things like raises. You don’t really have agency when you are largely dependent on distributed payments from customers.
But I do agree that it distracts from the overall struggle of the working class. A server wanting a tip is not your enemy.
